Project Background
At the invitation of the MINISTRY OF ECONOMY, PLANNING, AND REGIONAL INTEGRATION, Shelter Structures created multi-functional outdoor conference spaces for the AfDB Annual Meetings. Temporary meeting facilities were set up to expand the venue capacity, including conference rooms, VIP reception areas, a media centre, and various support spaces. These areas handled guest reception, communications, media coverage, and day-to-day operations throughout the event.
As one of Africa’s most influential international development finance gatherings, the AfDB Annual Meetings brought together government officials from multiple member states, financial institution representatives, media teams, distinguished guests, and on-site support staff. The event covered high-level policy discussions and international cooperation topics, with strict demands on venue security, functional zoning, and hospitality standards.
With thousands of attendees and strong international attention, the venue had to support professional conference activities while meeting the operating standards of a high-level government event.
Why the Client Chose Shelter Structures for This Government Event
The AfDB Annual Meetings are a high-level international event that brings together government agencies, financial institutions, and international media organisations. With a large number of participants, the event requires careful venue planning, strong security management, and efficient on-site operations.
During the preparation stage, the Ministry of Economy, Planning, and Regional Integration needed a partner with experience in international conference projects and the ability to quickly build multi-functional temporary spaces. Shelter Structures was selected as a key project partner thanks to its customised venue solutions, extensive experience with large-scale events, and reliable safety standards.
Customised Functional Space Design
Shelter Structures delivered a highly customised space solution for the AfDB Annual Meetings. Each area was designed to match its specific function. The tent exteriors followed a unified event style and featured clear signage for different zones. Attendees could easily find meeting rooms, VIP reception areas, the media centre, and other service spaces. The clean and professional appearance also enhanced the overall image of the venue.
The interior received a complete soft furnishing upgrade. Stretch fabric covered the entire tent structure and concealed the framework and connections. As a result, guests could hardly tell they were inside a temporary building.
Shelter Structures not only supplied the conference structures but also provided a range of customised accessories and interior facilities based on the functional requirements of each area. Air conditioning, lighting, ceiling fans, conference room tables, and chairs were arranged according to the needs of each area.
These facilities created a comfortable and professional environment. From visual presentation to on-site experience, the venue closely resembled an international conference room design and provided a formal setting for government officials, VIP guests, and media teams.
Extensive Experience in International Conference Project Management
Large international events often involve multiple stakeholders, complex functional requirements, and strict execution standards. Shelter Structures has extensive experience supporting large conferences, government events, international summits, exhibitions, and other global events.
Years of project delivery have provided the team with strong expertise in venue construction and on-site operations. For events of different sizes and formats, tailored solutions can be developed quickly, helping each functional area come together efficiently.
The AfDB Annual Meetings required high standards for construction schedules, venue quality, and operational coordination. Backed by a mature project management system and experience in international projects, our team was able to coordinate different construction stages and work closely with multiple partners.
Resources and timelines were carefully managed throughout the project. From initial planning to final handover, every step followed strict procedures. This approach ensured the conference spaces were delivered on schedule and met the professional standards expected for international government events.
Reliable Safety Standards for Official Meeting Environments
Safety and structural reliability are major considerations for government meetings and international events. The AfDB Annual Meetings bring together government officials, financial institution representatives, and international guests. As a result, the conference space must meet high standards for safety management. Beyond supporting daily conference activities, the site also needs to comply with the requirements of large official events in areas such as risk control, crowd management, and operational procedures.
Shelter Structures followed strict quality inspection processes throughout the project. Crowd flow, safety access points, and emergency evacuation routes were carefully planned according to the venue layout.
The tent structures were professionally engineered and tested to withstand strong wind, heavy rain, and other outdoor weather conditions. Fire-retardant fabric materials were also used to meet fire safety requirements for large public events. These safety measures helped create a secure and well-organized environment, providing reliable support for official reception activities, government meetings, and high-level forums, like the AfDB Annual Meetings.
Challenges and Structural Solution
The AfDB Annual Meetings were held in Brazzaville, Congo. A tight construction schedule and challenging site conditions created significant demands for the project. Delivering safe and reliable conference spaces within a limited timeframe became one of the biggest challenges.
Drawing on professional structural design expertise and strict quality management procedures, Shelter Structures successfully addressed both the compressed schedule and the construction challenges of the sloped terrain. These efforts ensured the venue was completed on time and met the high standards required for the event.
Completing Construction Within a Tight Timeline
The preparation period for the AfDB Annual Meetings was limited, while the client required multiple functional spaces to be completed within a short timeframe. These spaces included conference rooms, VIP reception areas, a media center, and several support facilities. With several areas under construction at the same time, efficient coordination of resources, manpower, and on-site operations was essential. Any delay could affect the overall project schedule.
Shelter Structures developed a detailed construction plan based on the project timeline. Different work areas and tasks were carefully divided, allowing multiple teams to work in parallel. Shift schedules helped keep construction moving continuously, while standardized workflows improved overall efficiency.
Project managers coordinated labor, equipment, and materials throughout the process to keep every stage on track. Construction quality and safety standards were maintained from start to finish, ensuring the conference space was completed on schedule and ready for use as planned.
Building a Stable Scaffolding System on Sloped Ground
When a site has clear height differences, building a platform floor becomes much more difficult. Uneven ground can cause uneven structural load distribution, which affects overall stability and the safety of people moving across the surface. For high-level government events like the AfDB Annual Meetings, even small structural deviations may influence both operational experience and safety management.
Shelter Structures applies a professional scaffolding system to address this challenge. The system allows precise leveling across sloped terrain and distributes loads in stages, creating a continuous and level bearing surface. On top of this structure, birch cassette flooring is installed with a 2.5-meter modular spacing. This approach improves ground stability and also ensures safe and reliable placement for both attendees and event equipment.
Outcome
Thanks to efficient project management and professional execution, all conference structures, interior facilities, and venue decorations were completed on schedule and put into operation as planned. Throughout the event, every functional area operated smoothly. Clear visitor flow, professional venue arrangements, and reliable safety measures helped support the successful delivery of the conference. The final result received positive feedback from both the client and the event organizers.
The successful collaboration with the Ministry of Economy, Planning, and Regional Integration once again demonstrated Shelter Structures’ experience and expertise in international conferences, large-scale events, government projects, and exhibition venue construction. Smooth project delivery reflected the strong partnership built on proven results and mutual trust. The project also highlighted the team’s ability to create high-quality conference space solutions while managing complex challenges and delivering reliable event environments under demanding conditions.
